Senior Program Manager – Carolina SURE
The Clean Energy Fund of the Carolinas (CEFC) is seeking a Senior Program Manager to join its growing team of mission-focused clean energy and financial professionals. CEFC is a nonprofit financial institution with a mission to accelerate investment in clean and efficient energy solutions and increase climate resilience in the Carolinas, particularly to promote climate and economic equity. We partner with public and private investors, foundations, and other non-profit and community organizations to deploy sustainable financing solutions that will create long-lasting environmental, economic, and social benefits and fill gaps in the financial market, especially for traditionally underserved communities.
Position Summary
We are seeking a Senior Program Manager to join our growing team of passionate professionals working to drive the state's clean energy initiatives. This position offers an exciting opportunity to lead strategic efforts for CEFC’s flagship consumer loan program – Carolina SURE - which provides accessible financing for residential electrification, septic, and roof projects in communities in North and South Carolina.
The Senior Program Manager will oversee the strategic planning, execution, and continuous improvement of the Carolina SURE program, ensuring effective deployment of accessible funding for consumer electrification projects, and alignment with program goals, timelines, and compliance requirements. This role is responsible for managing cross-sector partnerships, coordinating community engagement initiatives, and monitoring program performance to drive measurable impact. The ideal candidate resides in North or South Carolina and brings strong program management experience, demonstrated stakeholder leadership, and a proven ability to translate strategy into successful, community-centered outcomes.
Responsibilities
Serve as the lead stakeholder engagement and relationship manager for Carolina SURE, including leading engagement and outreach to state and local partners, equipment installers and contractors, and community organizations.
- Develop and implement strategic plans for Carolina SURE including leading the business planning process, setting performance targets, and monitoring key metrics.
- Maintain primary relationship with consumer lending platforms that CEFC will use to offer loan products to borrowers. Ensure that the platform operator consistently applies CEFC’s selected underwriting and technical criteria.
- Build strong relationships with community outreach partners including contractors, utilities, and local governments.
- Onboard and train new contractors to the Carolina SURE platform. Ensure contractors stay up to date with program through regular engagement (emails, newsletters, webinars)
- Work with CEFC risk managers to ensure compliance with all applicable state and federal lending regulations and consumer protection policies.
- In collaboration with Co-Executive Directors, create underwriting guidelines for consumer lending products and advise CEFC leadership on technical criteria that projects financed by the program must meet (e.g., efficiency levels for heat pumps).
- Manage the Carolina SURE loan portfolio, including profitability and long-term growth.
- Work with loan officers and credit team to monitor delinquency and defaults; address any potential issues with borrowers experiencing financial difficulties in conjunction with the loan servicing platform CEFC has selected.
- Work closely with loan officers and credit team to ensure that loan applicants and underwriting processes align with program objectives and to ensure they are current with platform updates.
- Coordinate with internal special projects, including leasing, tariffed on-bill options, septic, and fortified roofs.

Requirements
- Bachelor's degree in Management, Finance, Environmental Studies, Sustainable Technology, or related field. Masters degree is a plus.
- 5 - 7 years in program or project management, with at least 2 years leading a cross-functional team.
- Supervisor experience is a plus.
- Minimum of 3 years' experience in home energy, clean energy, finance, or related fields.
- Experience with building science is a plus.
- Proficient in Microsoft Office Suite (Excel, Outlook, PowerPoint, and Word); experience with data analytics and creative tools is a plus.
- Highly skilled at managing multiple projects, priorities, workflows, decision making, and organization.
- Agile, able to quickly transition between big picture strategy, programmatic details, and the ever-changing clean energy landscape.
- Ability to balance overarching organizational priorities with the needs and ambitions for the individual program you lead.
- Inspirational leader, fostering a collaborative team environment.
- Strong written and verbal communication skills across diverse audiences, and the ability to simplify complex financial data into accessible information for others.
- Familiarity with North Carolina and/or South Carolina's clean energy landscape.
- This is a remote-based role. Applicants must reside in North Carolina or South Carolina with occasional travel expectations of up to 20% within the state.
