RFP: Family Opportunity Index Development and Family Opportunity Atlas 2.0 Advancement
Description
Changent is seeking one or more qualified vendors to support the development of the Family Opportunity Index (FOI) and the advancement of the Family Opportunity Atlas 2.0 (FOA 2.0) through a phased engagement. This work includes building a rigorous and interpretable analytic index, translating that foundation into an enhanced user-facing data visualization tool, and strengthening Changent’s ability to understand, communicate, and act on family opportunity data in service of families and communities. Vendors may propose for Workstream 1, Workstream 2, or both. Proposals are due June 1, 2026 at 5:00 PM MST.
Addendum #1 (Issued May 6, 2026): Consolidated vendor Q&A responses and additional clarifications related to the FOI/FOA 2.0 RFP are available here: https://canva.link/alnc47oa1vkbcu7
Requirements
Qualified vendors should demonstrate experience developing composite indices, scoring frameworks, or other multi-indicator analytic tools; translating analytic frameworks into applied tools such as dashboards, maps, or other visualization platforms; and managing multi-phase projects that require coordination between analytic design and user-facing implementation. Experience working with nonprofit, public-sector, or mission-driven organizations is preferred. Vendors should also demonstrate strong documentation practices, clear communication of methods and assumptions, and the ability to work collaboratively with internal stakeholders.
